Political economy support to the Kenya Tax Administration Project

The Kenya Tax Administration Project supports the Kenya Revenue Authority to deliver its 9th Corporate Plan and Medium-Term Revenue Strategy through organisational reform, digital transformation, improved micro, small and medium enterprises' taxation, and enhanced data and analytics systems. 

TPP Principal Olly Owen leads the project’s Political Economy Analysis (PEA), providing continuous, decision-shaping insight into political dynamics, stakeholder incentives, and contextual constraints across all workstreams. His role includes updating the PEA, guiding adaptive delivery, mapping stakeholders, and embedding politically informed analysis into reform sequencing, risk management, and strategic engagement. These inputs directly inform the project’s preliminary analysis, inception reporting, and ongoing programme adaptation.

This project is funded by the UK Foreign, Commonwealth & Development Office and delivered through the Public Finance Resource Centre, which is managed by ASI.
