PERL's Approach to Mainstreaming Social Inclusion - August 2024

This paper reviews how PERL mainstreamed social inclusion across its governance reform work in Nigeria (2016–24), drawing on the programme's Most Significant Change case studies to assess where inclusion gains were greatest, the design features, tools and partnerships that made this possible, the limitations encountered, and recommendations for FCDO and future programmes seeking to replicate or scale the approach.
