This paper analyses improvements in public financial management at the national level in Nigeria (2016–24) — federal budget reforms, the Open Government Partnership and the National Community of Practice for Planning and Budget — how PERL contributed to these changes and the lessons learned, together with an assessment of sustainability and recommendations for future programme support.
