Mexico Political Economy Analysis for Climate Action

Ahead of Mexico’s 2024 presidential elections, TPP worked with Pathways and Our Common Home, in collaboration with ICM, to deepen the understanding of how political will is built in Mexico, aiming to accelerate climate action. The project focused on identifying strategies to garner support for climate initiatives among politically influential audiences and to influence key decision-makers both directly and indirectly.

At the core of the project was a comprehensive political economy analysis (PEA), which mapped the structural, contextual, and power dynamics shaping Mexico’s climate policy landscape. This analysis identified key political stakeholders, their motivations, and the incentives that drive or hinder climate action. Complemented by public polling and qualitative research, the project also explored Mexicans’ values, priorities, media engagement, and perceptions of climate issues.

Through literature reviews, in-depth interviews, and strategic workshops, the project identified critical capacity gaps within the climate movement and provided actionable recommendations to strengthen political communications and influence strategies. The final deliverables included an action-oriented report and a strategic slide deck, designed to guide climate advocates during the election period and beyond.
