Land Facility: Nigeria Rapid Country Support Project

TPP associate Steve Fraser is providing political economy expertise to the FCDO-funded Land Facility project. This builds on  groundwork laid by a fellow TPP principal, Niki Palmer, through the Facility’s Decision Support Unit. The assignment supports the Strengthening Peace and Resilience in Nigeria (SPRiNG) programme, which recognises that competition over land, water and natural resources lies at the heart of conflict dynamics in the country.

Large-scale agricultural investment can create serious land rights risks, and responsible investment standards don't automatically prevent land grabbing. Nigerian states have formally adopted frameworks such as the Framework for Responsible and Inclusive Land-Intensive Agriculture (FRILIA), but struggle to put them into practice.

Focusing on Kaduna State, Steve is carrying out a rapid political economy and institutional analysis of the barriers to FRILIA implementation. His work will highlight what it would take to "activate" responsible investment frameworks in the current political environment, and will feed into a wider Land Facility report on FRILIA barriers, working alongside the programme's responsible agricultural investment expert.
