Horn Research Facility (HRF) Ethiopia

Led by TPP Associate, Nisar Majid, the FCDO-funded Horn Research Facility (HRF) was a political economy analysis facility providing support for the delivery of embassy priorities on conflict, the political settlement and service delivery in Ethiopia. The expected outcome throughout the programme was to deepen the UK’s understanding of the political economy context in Ethiopia and to increase the effectiveness of HMG’s development programming and policy design.

Throughout the inception and implementation periods (from October 2020 - March 2023), the HRF was able to draw upon key international experts and scholars as well as a wide range of national Ethiopian experts and scholars. These experts led or contributed to in-person and online oral briefings and workshops, in addition to conducting research. 

Primary outputs included over 30 analytical/research pieces (each with at least 1 verbal presentation/discussion), 14 verbal briefings, a number of written notes, and 3 workshops. 

Virtually all of these deliverables comprised highly original ‘real-time’ (or near real-time) descriptions and analyses of ongoing political, conflict and developmental processes in the country (based on an underlying political economy analysis framework). Most of these analyses were unavailable from any other known/public sources. Many of the outputs were generated in an extremely difficult research environment on highly sensitive subjects.
