Unlocking Prosperity in the Horn of Africa Programme

The Policy Practice assisted the preparation of a new UK funded programme in the Horn of Africa around the Berbera port and corridor in Somaliland and Ethiopia.

The team provided the Strategic Outline Business Case Drafting Team with evidence-based inputs to ensure a quality business case through the review of key documents on the UK government’s approach in the region, existing or potential investments by multilateral partners and non-traditional partners or investors. The Policy Practice reviewed the Strategic Case and Theory of Change and made recommendations highlighting the strength of evidence for each link. The team also reviewed the proposed interventions and made evidence-based recommendations, including assessing the primary benefits and potential negative impacts. They developed a monitoring & Evaluation framework, and risk document.

The programme, whose aim is to promote inclusive development around the Berbera port and corridor, is now under implementation.
